Questions on EPDM Warm Roof
I have a cold flat roof, tar and gravel with R13 insulation between the rafters, built in 1960. A 4/12 pitched roof has been added without removing any of the tar and gravel.
The ceiling height is already to low to insulate from inside. I was wondering how to address this? Will I have to remove the tar and gravel down to the rafters and remove the old insulation no matter if I go with cold or warm?
Also Is EPDM rubber the best? or should I go with a liquid roofing system?

EPDM is one of the best roofing systems in terms of affordability, energy savings and a lot more. Rubber roof is exceptionally strong and so resilient that it can last up to 30 years if installed and maintained accordingly.
